Care should be used whenever comparing crime data from one year to the next, or from one department to another. Police record management systems may be changed or upgraded, which may make comparisons difficult, as well as, the efficiency of law enforcement agencies, including the degree of adherence to UCR/NIBRS Reporting Standards and Guidelines.
